| (1) | A must be managed in the following manner: |
| (a) | The organisation operating or managing the cluster foster care scheme must register as a designated child protection organisation within two years of this provision coming into operation; |

| (aA) | the provincial department of social development or a designated child protection organisation must manage and operate a cluster foster care scheme in the prescribed manner; |

| (b) | the organisation referred to in paragraph (a) must— |
| (i) | comply with the prescribed requirements; and |
| (ii) | have been approved for providing by the provincial head of social development; and |
| (c) | the scheme in terms of which cluster foster care is provided must— |
| (i) | comply with the prescribed requirements; and |
| (ii) | have been registered with the provincial head of social development in the prescribed manner. |
| (2) | The management of a cluster foster care scheme must be monitored by the provincial head of social development. |
